
Operations Manager: Neighborhood Farmers Market Alliance
GENERAL POSITION DESCRIPTION
With guidance and direction of the Executive Director, the Operations Manager is responsible for overall supervision of NFMA staff, and for achievement of requirements, plans and other work as assigned, either directly or through supervision of other staff.
The Operations Manager supervises the Market Managers.
The Operations Manager reports to the Executive Director.
FINANCE AND GENERAL ADMINISTRATION
I. General
A. Work directly with Bookkeeper on payroll, payroll taxes, grant reporting.
B. Coordinate grant management as needed.
II. Budget and Reporting
A. In consultation with Executive Director and Bookkeeper, help draft annual budget.
B. Work directly with the Bookkeeper to track monthly expenses
C. Help with monitoring the monthly budget; regularly help evaluate financial performance of the organization and individual Markets against budget
III. Office Equipment Coordinator
A. Technical working knowledge of computer network systems.
B. Coordinate with Office Manager for IT support from outside consulting.
IV. Fundraising Events
A. Work with Bookkeeper to track fundraising for "Incredible Feast" event revenue and expenses.
B. Assist in planning and orchestration of the Incredible Feast.
HUMAN RESOURCES
I. General
A. Advertise, interview, hire and dismiss employees as necessary, coordinating with Executive Director and following established policy.
B. Update personnel policies as needed.
C. Ensure updated written job descriptions for all staff positions.
D. Coordinate and conduct and document timely and appropriate performance evaluations for all supervised staff.
E. Lead staff meetings.
II. Staff Development
A. Develop plan for staff development to retain and promote qualified employees.
B. Ensure appropriate on-the-job and other training for all staff; conduct, assist, and/or supervise training as necessary.
C. Implement employee input and recognition systems.
III. Supervision
A. Schedule hours and review time records.
B. Ensure that all staff is informed of policy changes.
C. Document performance problems and take corrective action as needed, following established policies.
D. Provide back-up for Office/Marketing Manager and Bookkeeper as needed.
E. Provide back-up for Market staffing and visit Markets 1 day a week to observe performance and evaluate operations.
MARKET OPERATIONS
I. General
A. Work with Market Managers to develop and supervise implementation of annual operational plans for each Market.
B. Ensure operation of all NFMA Markets in accordance with established policies, through supervision of the Market Managers.
C. Ensure Market Manager and staff complete all tasks related to pre-season arrangements, opening day, ongoing market days, and end of season activities for all markets. Work with budget parameters and review variances with Executive Director.
D. Supervise and work with staff on layout, vendor mix and daily market operations.
E. Supervise and work with staff to determine best product mix for all markets, using market research, and feedback from shoppers, staff and vendors.
F. Manage smaller NFMA market, allowing hands on experience with the other managers, assistants and vendors.
II. Market Programs and Education
A. Consult with Executive Director and staff to develop and then supervise targeted research projects such as on-site shopper surveys and pricing surveys.
VENDORS
I. Vendor Policies
A. Ensure that NFMA vendor policies are equitably and fairly implemented.
B. Train and work with Market Managers in upholding standards.
C. As appropriate, coordinate pilot implementation of new programs affecting vendors (e.g., EBT food stamp program) and implement fully as required.
II. Vendor Relations and Communication
A. Coordinate development and communication of vendor policies and guidelines, seniority systems and other issues as they arise.
B. With staff, ensure the development, distribution and evaluation of annual vendor surveys.
C. Evaluate and ensure response to vendor concern forms and other vendor issues.
D. Ensure the coordination of annual advisory board meetings
E. Coordinate implementation of Vendor/NFMA Task Force recommendations, as needed.
F. Work with staff to ensure timely development of vendor contracts, filings and permit to sell letters.
MARKETING AND COMMUNITY RELATIONS
I. Community Outreach
A. As needed, represent NFMA to communities where Markets are located, and work with staff to ensure that Markets are represented at significant community meetings and events.
B. Work with staff &/or others to develop and implement targeted outreach/assessment projects such as on-site shopper surveys, pricing surveys, and neighborhood surveys.
QUALIFICATIONS
§ Highly motivated to advance the cause of sustainable agriculture and the success of small family farms.
§ Bachelor’s degree or higher.
§ Minimum 3 years of successful experience coordinating special events, managing farmers markets, or operating small businesses.
§ Minimum 3 years supervising staff and/or volunteers.
§ Strong entrepreneurial values.
§ Ability to plan, organize, schedule and budget to achieve key priorities.
§ High integrity that earns the trust of volunteers, staff and community leaders.
§ Excellent interpersonal skills – ability to listen and accurately understand.
§ Ability to communicate effectively one to one and in groups.
§ Ability to write clear, precise, well organized letters, procedures, documents, proposals, etc.
§ Demonstrated ability to work effectively as a team with volunteers and staff.
§ Ability to work with a high degree of independence while maintaining strong communication with others as appropriate.
§ Demonstrated ability to be resourceful and to seek out and seize new opportunities, finding ways to surmount barriers.
§ Strong familiarity and demonstrated skill in working with people from diverse backgrounds.
§ Competent in utilizing a variety of software, including Word, Excel, and QuickBooks.
